William Pullen (MA MHCS PMP CPT) has a 40 year career in the public sector. Originally a blue-water mariner with sea service in the Canadian Arctic, and command-qualified in the Canadian Coast Guard, he has 25 years service in the Canadian public service in a range of operational, management, and executive positions. He has 15 years consulting experience in performance improvement, organization development, human capital management and project management through engagements with clients in the Canadian, Ontario, Saskatchewan and New Brunswick public services.
Willy recently concluded a multi-year engagement with the Royal Canadian Mounted Police to design and implement a comprehensive performance improvement program that improved service delivery, facilitated transformation and strengthened accountability in Canada’s national police force. He also completed an acclaimed review of the Charlottetown Police Service and completed similar strategic and organizational reviews for the Government of Ontario and for clients in the Canadian government.
Willy has an MA in Public Administration from Carleton University, is a published author of research in organizational behaviour, and has taught graduate level courses in Advanced Organizational Behaviour, Organizational Leadership, and Organizational Change at Carleton and Queens Universities. He is accredited by the Human Capital Institute as a Master Human Capital Strategist, by the Project Management Institute as a Project Management Professional (PMP), and by the International Society for Performance Improvement as a Certified Performance Technologist (CPT).
His major life obsession is stamping out the use of impact as a verb. When this important work is complete he plans to dedicate his remaining years to suppressing the use of the up-talk in the ‘tween population.
